KAWARTHA LAKES-Despite the parole board finding he has a “deviant sexual attraction toward minors”, a man convicted of multiple sexual offences against young boys has been released from jail after serving two-thirds of his sentence.
In December 2018, then 63 year old Jeffrey Cairns was found guilty of three sex-related offences dating back to 2010. The victim was 14 years old at the time. According to the Niagara Falls Review the victim testified that the defendant, whom he had considered to be like a second father, started groping and fondling him. He said the incidents escalated to include masturbation and oral sex according to court documents.
Cairns, who spends a lot of time at his cottage near Coboconk, was sentenced to 4 years and 45 days for Sexual Interference of a person under the age of 16, Invite Sexual Touching of a person under 16 years of age, and Fail To Comply With Order. In addition to the sentence, the judge ordered Cairns to submit a DNA sample for the Criminal Registry, imposed a Criminal Code weapons prohibition, mandatory registration with the Sex Offender Information Registration Act (SOIRA) for life, and 2-years probation. He began his four-year sentence in 2021.
In 2023 he was denied parole because the board found he would present an “undue risk to society” if released on day parole or full parole.
The two-person board noted at the time that “Between March 1, 2010, and March 31, 2011, you sexually assaulted the victim on numerous occasions, and while in a position of trust. The nature of the offences included inappropriate touching, masturbation and fellatio. Prior to the index offending, you groomed the victim for several years by providing gifts and an unusual amount of physical attention, including tickling and hugging, escalating over time to kissing on the lips.”
Submitted victim impact statements noted the “significant and lifelong trauma the victim will suffer” according to the board.
At the time the board also noted that Cairns had breached his bail shortly after being released pending appeal which was another concern cited by the board. According to the decision Cairns had sexually explicit conversations with teenagers at the grocery store. One of the conditions of his release included that he not communicate, directly or indirectly, with anyone under the age of 16, but according to the board, Cairns attended a grocery store and engaged in multiple conversations with two boys who worked at the store. On one occasion he is reported to have grabbed the shoulder of one boy and offered to buy him a birthday present and on another occasion, he discussed masturbation with the boys according to the board. Cairns denied making any sexual comments.
Cairns is the former president of Charlesway Corp. Ltd., a Niagara-based company. The Niagara Falls Review reports he was also a member of the Lincoln and Welland Regiment and was involved with the Boy Scouts.
He sat on the board of trustees at Brock University. The school named the Health and Bioscience Research Complex after the Cairns family when his father donated $8 million to the University.
Cairns was released from jail on August 1, after completing 2/3 of his sentence.
According to court documents he will be residing with his wife and son You will be residing with your wife and son at a condominium they own in Toronto. He will be required to report relationships, have no contact with the victims and no contact with children.
“The Board imposes the following special conditions on your statutory release because they are considered reasonable and necessary to facilitate your successful reintegration into society.” said the parole board decision. “Your actions have caused psychological trauma to the victims and their families. To prevent further trauma, you are not to have any direct or indirect contact with the victim or any member of the victim’s family. You have a deviant sexual attraction towards minors. You have also breached your bail condition
to not have contact with children under the age of 16 years of age. To restrict your access to children and ensure that they are protected, you are not to be in the presence of any children under the age of 16 years unless you are accompanied by a responsible adult who knows your criminal history and has previously been approved in writing, by your parole supervisor.”
