KAWARTHA LAKES-There are 111 registered sex offenders in Lindsay according to information being presented to the Kawartha Lakes Police Services Board on Monday. Police are responsible for monitoring all of them in their jurisdiction.
The Sex Offender Registry captures the details of individuals convicted of designated offences under Christophers Law (Sex Offender Registry). It’s an investigative and crime prevention tool providing information to police services relating to sex offenders residing within their jurisdiction. Christophers law was brought about by the murder of 11-year-old Christopher Stephenson in 1988.  Christopher was killed by a man who was a convicted pedophile in Brampton. The perpetrator, Joseph Frederick’s was known to the police. He was a convicted sex offender but police were unaware he lived in Christopher’s neighbourhood. Christophers parents worked tirelessly to ensure this would never happen again and Christophers Law, the Sex Offender Registry, was born.
 The Ontario Sex Offender Registry Analysis Service says the rate of compliance for these offenders in Lindsay is below the provincial average. Non Compliance means they have failed to comply with Christophers Law and pose a risk to public safety as well as a growing liability for the police service if they fail to address the issue according to the report. The provincial average is 96% while in Lindsay is is 94% compliance. An inspection was done in July and outlined areas that the Kawartha Lakes Police Service must address within 60 days, which they have done successfully.
 The report commends the two officers in the Sex Offender Unit for capturing the employment information on offenders at the time of registration, saying this can be critical in time sensitive cases. However they are actively searching for two non-compliant sex offenders whom they have not been able to locate.
