KAWARTHA LAKES-The OPP Repeat Offender Parole Enforcement (R.O.P.E.) Squad is requesting the public’s assistance in locating a federal offender wanted on a Canada Wide Warrant for breach of parole.
Douglas Spiers (formally Douglas Stokes) is described as a male caucasian, 40 years of age, 5’10” (178 cm), 163 lbs (74 kgs) with brown (balding) hair and hazel eyes. He usually has facial hair and wears glasses according to officers. He has a tattoo upper right arm of a cross
Police say he is serving a life sentence for second-degree murder for which he served 12 years prior to being eligible for parole in 2013.
Spiers is known to frequent the Cities of Welland, Dunneville, St Catharines, Hamilton and Toronto ON. He also has ties to Vancouver, BC. according to police.
