Caressant Care Nursing Home In Lindsay Ordered To Cease New Admissions

KAWARTHA LAKES-The Ministry of Health and Long Term Care has ordered Caressant Care Nursing Home at 240 Mary Street West in Lindsay to cease all new admissions for the foreseeable future.

The order took effect on September 30th.

“The ceasing of admissions has been directed based on my belief that there is a risk of harm to the health or well-being of residents of the long-term care home or persons who might be admitted as residents.” said Brad Robinson, Assistant Director, Long-Term Care Inspections Branch Director under the Fixing Long-Term Care Act, 2021.

The order was written to Central East Home and Community Care Support Services who is named as the placement co-ordinator for Caressant Care Lindsay.

The home was last inspected at the end of April during which 36 issues were documented. 21 Written Notifications, 11 Voluntary Plan of Correction and 4 Compliance Orders.

In one case a new resident of the home sustained a number of falls within a number of days of admission. Their last fall resulted in an injury for which the resident was transferred to hospital and the resident later died in hospital. The Ministry found the resident admission care plan had no falls interventions to mitigate the risks until after the residents last fall. An RPN confirmed the residents admission care plan should have included interventions to prevent falls or mitigate risks associated with falls.

Some residents were not assessed properly for pain medication leaving them without relief and police were not immediately notified when narcotic pain relief medication went missing.

The Ministry found the home failed to ensure that every alleged, suspected or witnessed an incident of abuse by a resident towards other residents, was immediately investigated.

Three residents had complained to staff that a resident had allegedly abused them. The Administrator confirmed that there was no immediate investigation into the incidents to determine whether or not the incidents were confirmed as abuse.

The licensee failed to ensure that there was a range of continence care products available and accessible to a number of residents and staff at all times, and in sufficient quantities for all required changes.

Caressant Care McLaughlin Road in Lindsay was recently ordered to immediately hire a third-party management company due to safety issues.

“The licensee’s non-compliance with various requirements directly impacts resident care and safety. As such the non-compliance poses a risk of harm to residents of the home.” said the Order issued on July 20th, 2022.
