City Of Kawartha Lakes Councillor Violated City’s Code Of Conduct

KAWARTHA LAKES-The Integrity Commissioner (IC) has found a City of Kawartha Lakes Councillor violated the code of conduct. It was recommended that no penalty be imposed and no other details were made available.

We contacted the City multiple times requesting more information, including the name of the councillor who violated the code but did not get a response as of deadline.

Three other code of conduct complaints were investigated by the Integrity Commissioner for the operating period of February 28, 2025 to February 27, 2026.

The first complaint was dismissed at the preliminary stage. The next complaint was withdrawn by the complainant and the file was closed. A fourth complaint was not properly filed in accordance with the City’s complaint protocol; the complainant was directed to the protocol but did not resubmit accordingly and the complaint was deemed abandoned and the file was closed.

The IC’s role is to help Members of Council ensure that they are performing their functions in accordance with the City’s Code of Conduct, and the Municipal Conflict of Interest Act (“MCIA”). The IC says they are also available to educate and advise members regarding their ethical behaviour and compliance with those requirements as well as assessing and investigating complaints received from Council, staff, and members of the public respecting alleged breaches of the Code or the MCIA.

One request for advice was received by the IC during this operating period. The details relating to this request for advice are kept confidential according to the IC.

The cost of the IC for the operating period of one year totalled $23,735.65.
