KAWARTHA LAKES-The City of Kawartha Lakes is reminding residents in Kawartha Lakes that you are still responsible for submitting all payments and applications on time, even if you do not receive your bill in the mail due to the postal strike. Late payments will be subject to penalty or interest.
Beginning September 26, 2025, the Canadian Union of Postal Workers (C.U.P.W.) launched a national strike that has stopped the delivery of mail.
The City says to avoid billing interruptions in the future, we encourage you to sign up for:
- Electronic billing through Payreq: A safe, secure and free online tool that allows you to receive your bills online.
- Pre-authorized payments: Applications continue to be accepted and will be set up for 2025. Forms are available online for Property tax and Utility billling. Alternatively email [email protected] and [email protected] for more information.
Property Tax Payments
Your 2025 final tax bill was mailed on Tuesday, May 13, 2025. The Canada Post Strike did not affect delivery of this bill.

How to pay
Do not mail payments during the strike. You can pay:
- In person at any Municipal Service Centre
- Credit cards are not accepted
- Drop box at any Municipal Service Centre
- The following options must be paid two business days before the due date
- At your bank
- Online banking
- Through your bank’s online portal
- Online credit card payment
- 2.75% service charge applies
- By phone with credit card at 1-866-961-2313
- 2.75% service charge applies
Utility Bill Payments
During the Canada Post strike, the City will only issue utility bills to customers enrolled in eBilling notifications with Payreq. All paper bills and notifications will be held until the strike is over.
Customers who have received a utility bill must make payment by the set due dates as these will not be extended due to the postal strike.
Important
Copies of utility bills due October 31, 2025 are available free of charge at any Municipal Service Centre during the postal disruption.
