A very special birthday surprise for local man with autism

KAWARTHA LAKES-Matt Carroll has autism and spent much of his early years in the care of the Children’s Aid Society being bounced around from home to home. Joanne and Steve Carroll took him in as foster parents when he was 10 years old and now he’s part of the family. He is turning 30 soon and they want this milestone to be extra special.
