City Of Kawartha Lakes OPP Encourages Safe And Legal Off-Road Vehicle Use Ahead Of Trail Openings

KAWARTHA LAKES- As warmer weather approaches, the City of Kawartha Lakes OPP is reminding residents about the rules and responsibilities surrounding dirt bike and ATV use. While activity has begun to increase in some communities, this information is being shared early in the season to support safe and responsible riding.

Residents are reminded that all municipal trails remain closed until May 1. Operating an off‑road vehicle on closed trails is prohibited and may result in fines.

The City of Kawartha Lakes OPP has also observed more off‑road vehicle movement in areas such as Pontypool, Bethany, and Janetville. Riders are reminded that dirt bikes and ATVs are not permitted on public roads unless the roadway has been officially designated for off‑road vehicle use. Under Ontario’s Highway Traffic Act (HTA) O. Reg. 316/03, operating an off‑road vehicle on a roadway without authorization is illegal.

Minimum Age Requirements

To operate an off‑road vehicle in Ontario, riders must meet the following minimum age rules:

  • ATVs and ORVs on roads (where permitted): Minimum age 16, with a valid G2, M2, or higher licence.
  • Off‑road (not on roads): Minimum age 12, unless directly supervised by an adult.

All riders must also have:

  • Valid insurance and registration
  • A properly fitted helmet
  • Required safety equipment
  • Compliance with all municipal bylaws and provincial regulations

The City of Kawartha Lakes OPP will continue monitoring activity and supporting patrols in areas experiencing increased off‑road vehicle use.
