Second Degree Murder Charge Laid After Inmate Dies At Millhaven Institution

KAWARTHA LAKES-The Ontario Provincial Police (OPP)-led Joint Forces Penitentiary Squad has charged a suspect following an alleged homicide at Millhaven Institution near Kingston.

On January 8, 2023 the Penitentiary Squad responded after the Correctional Service of Canada reported that an inmate had been located with life-threatening injuries according to prison officials. 29-year-old Victor James was later pronounced deceased. No information on the cause of death has been released.

On January 10, 2023 Stanton David, currently an inmate at Millhaven Institution, was charged with Second Degree Murder, section 235(1) of the Criminal Code.

The accused has been remanded in custody and is scheduled to appear before the Ontario Court of Justice in Napanee on January 26, 2023.

The investigation, under the direction of the OPP Criminal Investigation Branch, has been conducted in conjunction with the Correctional Services of Canada and the Office of the Chief Coroner and Forensic Pathology Service.
